Definitely check out www.digitalcity.com. It is totally free, and you can search the restaurants in Pittsburgh according to location within Pittsburgh. You can also search according to type of food. There is a good description of each restaurant, information on cost, plus user reviews.
I am from Washington DC, and we are "foodies" who eat out a lot and like to try new places, so we use it quite a bit. (The site has a page for every major US city.) It's located at 308 36th Street in McKeesport, PA (412) 672-7557 (Here's an article that the Post Gazette did on the restaurant http://www.postgazette.com/neigh_south/20010214sdine8.asp) I love the food! I was born in Pittsburgh and moved to the Harrisburg area when I was young. Every time I got home to see my family we always try to hit up Tillie's too! I am not sure how close that is to the North Hills, but if you do not end up going there for your prom you should try it another time.
Any great little Italian place will be nice, they tend to have a Fancy atmoshere, plus it's pretty hard is it to mess up pasta. I would suggest the Olive Garden, Macaroni Grill, or Carababa's if any of those are close.
Try to get reservation where ever you go, you do not want to spend the whole night waiting for a table. Don't forget the flowers. Good Luck! Have a great time!
