Is it legal in Pennsylvania for a restaurant to give away beer or liquor, without a liquor license?

My friends and i opened a restaurant together in pittsburgh, and we need a liquor license. We're in the process of obtaining one, but until we get one, would it be technically legal for us to give away complimentary beer or shots? If this is illegal, what are the repercussions? also, if it is legal, could you give me some type of source to see for myself?Is it legal in Pennsylvania for a restaurant to give away beer or liquor, without a liquor license?
See a lawyer, I was involved in something like this 30 years ago when I was a student and our student union bar at university was refused a licence. We got away with it, but I remember that there was something about the SU bar being a private members club and not open to the general public.
